I have a Lindsay Publications reprint of a book from about 188o titled 'Electrostatic Machines'. It shows a number of similar machines including some blowing sand and steam. Not on line unfortunately and Lindsay is out of business. Lots of interesting stuff there.

It would probably work for targets across a room, but not for longer ranges. Just too much air in the way. Though, if you have a streamer issuing from the nozzle, it may increase the range by creating a vacuum path due to heating. It might also make for a really long streamer.
