Glass is lossy at RF, so you will basically be adding a resister in
series with your tank circuit.  You will also have to retune your
primary to compensate for the added capacitance.

As for the blue glow, you will see that generated between the foil and
glass regardless of the oil, which is mainly added as an insulator, and
to keep the electrolyte solution from evaporating.

I was blown away by the increase in performance when I switched from a
glass cap to an MMC, but I still fondly remember the blue glow which
came from the two milk crates of beer bottles I had sitting on the floor.
