My meter is independent of the transmission wires but then I have my own 400 Amp transformer on the pole in my yard so I guess they don’t make a 400 A meter. If you remove my meter it has no effect on the incoming power. Rich The meter plugs into the distribution panel - when it is removed the power to the house is cut off.
