The distributor routes HV to each spark plug but it doesn't make or break the HV circuit. The points along with the coil make pulses of HV only when the rotor is lined up with one of the HV terminals and that pulse comes after the rotor is aligned and the pulse ends way before the rotor moves beyond the current terminal.
