Black plastic can be a good insulator--it depends on the amount of carbon. I worked at a plant making encapsulated flyback transformers. We potted them with epoxy that was pitch black, and they worked great.

A good test would be to rub the tube with your sleeve, then hold your bare arm close and see if you get any static after a minute or so.

I have been warned to stay away from a black coil form due to it
possibly containing carbon. What are the ramifications of using a black
coil form? I have a 4" inner diameter piece of schedule 40 PVC I plan on
using, but it's grey. Will the grey color cause any problems? Also, am I
able to use a black closet flange to support my coil? It will fit just
fine, it's the color I'm worried about. It says it is made of ABS plastic:
