I think that would be asking for trouble.  I don't know that the
outermost film layer is rated to any particular standoff voltage (I
saw nothing about that on the spec sheet), but in a high voltage
design, it would just be foolish to assume anything.

Can't you just put a (pulling a number out of the air...)  40 mil
thick piece of poly between each pair of caps?
