You've just described Praxair's dielectric tubes for industrial/municipal use. Ozonia uses ceramic dielectrics, which are far more durable. However, both use DC, not AC. The PSUs are the size of a small mobile home, and are water cooled.

I guess the question at this point is the reason for creating the ozone in
the first place... The plate method you dscribed works well, though I
worked with a company that was making an ozone water purification system
and we got fantastic results by creating a cylindrical chamber - an outer
metal tube polished on the inside, a pyrex glass cylinder that loosely
fit, and an inner metal tube polished on the outside, again, loosely
fitting into the glass cylinder. Spacers used on both ends. 30KVac at 30ma
(two 15-30's in series) worked great. Ozone up the wazoo.
My hunch is that the idea is to make an air IONIZER. The idea is far
different - you want a highly efficient ionic 'spray' rather than
generation of ozone, so there would only be one corona 'brush' assembly.
(Monopolar) The idea being of course to highly charge any particulates in
the air, thus inducing them to adhere to oppositely-charged surfaces. Thus
'de-polluting' the air.
