One way around this is telling them you are looking for used or broken units for the cores, which, since it isn't being sold for use as a neon ballast, is legal. As a benefit, they will probably just give them to you, and be glad to have someone pick them up so they don't have to deal with them.
If they are non functional it doesn't matter, as it isn't too hard to repair them depending on what caused the malfunction (usually carbon tracking or a broken wire).
