Your hypothetical calculation of 450kHz is way off. The 170kHz makes sense with say a 12cm x 48cm toroid in place or near that size. Your primary however is tuned to about 70kHz. Reducing the tank cap size to about .03uF would be a good place to start. Regarding your schematic. I don't understand the gap next to the resonator. Move your tank cap and put it in series with the primary (right where that 2nd gap is located) and lose the 2nd gap. Even then, the whole resonator is completely out of tune and much work is needed. I recommend using Javatc or similar program so you know what to expect with all the LC components.

when we operated the circuit only spark gap worked properly. secondary coil
did not work since we did not observe any arcs at toroid.

We suspect that this failure was because of unmatched frequencies. We have
hypotetically calculated our resonant frequency as 450 kHz, however when we
applied a sinusoidal wave to the primary coil, we have seen a similar
sinusoidal only at 170 kHz. What do you suggest us to match those
frequencies and what else might be the reasons for the setback. Thanks.
