There is no requirement for customer's (and utility's) service lines to be
bonded at the meter, as many (service lines) are plastic. Many houses are 100%
plastic as well. Polybutylene was all the rage of the last millineum, until the
class action suits. Now, many are PVC. Many utilities still use PVC for
distribution, and many older systems have asbestos-cement and even wood. That's
where the term "fire plug" comes from.
Most folks have old meters, and metal all the way to the water treatment plant.
However, if your house is like mine, bonding to a metal pipe will only light up
the internal plumbing and will do nothing to ground the coil.

Not all water meters are buried. Mine and most in my area are in the basement.
The water meter has to be bypassed with a wire of the same gauge as the service
ground wire. The plumbing is also connected to the ground rod. I have two 8 foot
ground rods 8 feet apart, connections have to be brazed if they are buried
(local requirement I think). My plumbing is all copper including the line in
from the street.

Water meters are buried.
Water meters already have to deal with 60 Hz ground currents, when a
distribution power line falls on the ground.
