It will "work", just not as well. Think of a tuning capacitor, where the "effective size" is changed by moving one plate out from alignment under the other. Think of the topload as one plate and the counterpoise as the other- making it long and skinny takes some of its area out of the most intense part of the field.

A few more quick questions about counterpoises; The formula used to estimate the size of the counterpoise is circle radius = topload height. Can the counterpoise be really long and skinny rather than square/circular? Say 2x8 opposed to 4x4?
