Generally yes, especially if the counterpoise is sitting on the ground. If
it is, then the capacitive coupling to ground is the same for either case.

Hi Everyone,
A few more quick questions about counterpoises; The formula used to
estimate the size of the counterpoise is circle radius = topload
height. Can the counterpoise be really long and skinny rather than
square/circular? Say 2x8 opposed to 4x4?
