My read on this is YES - any device that emits RF radiation.
Here in Utah, there was a case where a plastic welding company's equipment
was causing interference to the FM radio band. The FCC stepped in and the
problem was resolved. I know of a case recently in my own neighborhood where
the thermostat on an aquarium heater was causing noise in the amateur radio
bands. The case was resolved amicably between neighbors but the potential
threat of action was there. In that case, the complaint would have been to
the FCC and directed at the manufacturer.

It is not uncommon for amateur radio operators to complain to power
companies about transmission lines emitting RF noise due to arcing and
corona. Here is an example of an FCC action on this problem:

Incidentally, this article reports that the FCC regards utility power poles
as "incidental radiators" covered under 47 CFR 15.3.

For the most part, RF noise from arc welders, DC motors, etc., is low enough
that it doesn't cause a problem. Remember, too, that the person being
interfered with has to be aggressive enough to want to take action. Most
people just lump it since they don't know that they do have rights. The FCC
depends upon written complaints to find violators in these situations.

The bottom line is that any electromagnetic radiation, from zip to (almost)
light, is covered by the 47 CFR. More succinctly, the frequency range is 3
KHz to 3000 GHz. If your coil generates RF radiation from harmonics or
splatter in this frequency range, it is subject to the regulations.
