The Popular Mechanics layout is "old" thinking. That arrangement puts
considerably more voltage stress across the transformer, which is
particularly important if you are using a relatively fragile NST.
Most current TC designs place the gap in parallel with the transformer.
This way, the gap essentially shorts out the transformer during a
"bang" and protects it from extreme voltage transients. The
transformer's output current should be limited by its ballasting system,
so it can tolerate this brief shorting of its secondary.

Others, including Terry F's schematic, show the reverse with the Cap in parallel and SG in series. Is there a reason for this difference or is it just a matter of design choice?
