[TCML] pulse caps for large DRSSTC

I carry high-Q factor heavy duty pulse caps for medium and large size
DRSSTCs.

SSCAP-200 measures 3 3/4" x 5" x 11" and is very conservatively rated 0.8 uF
(800 nF) at 20 kV WVDC.

SSCAP-400 measured 3 3/4" x 5" x 11" and is conservatively rated 1 uF at 20
kV WVDC.

Designed for continuous operation at 12 kV DC in H-bridge configuration.
