I don't have any real opinion one way or the other. There's a lot of factors that come into play. All the drawn spark tells you is that it is possible to have a spark 10 feet long with a overall voltage across the spark <100kV, so it's not "impossible". I believe that lightning has a voltage drop of a few tens of kV/meter, in the continuing phase, and the overall field during lightning's development is in the 10 kV/meter area.
