If I were you, I might insulate each layer a little (a thin sheet of 
polystyrene). If you take the sample 20kV over the number of turns then 
multiply by the turns per layer x 2, you get the voltage potential at 
opposing layers. In the sample, this was 400V (it's just a value listed 
in my excel file). Even oil encapsulation would be a good idea if truly 
heading towards 20kV potentials.
