[TCML] newer neon xfrmr hookup

I have a newer 12/30 Franceformer,...with the built in safety features,....I understand it MUST be grounded,..but on the 120v connections, there is a ( + ) and a ( - ) next to each  connection,.....???   Thanks for any info !!,dave
