An ascii diagram of the circuit might be helpful.
Because the gap fires without the cap yet doesn't with the cap may
indicate a connection issue or possibly a very low current NST. But, you
say from deepfriedneon calc's, so .016uF, I assume the NST was suppose
to be 40mA short circuit current rating (400VA NST)? If true, then maybe
there is a connection issue. Is the gap across the NST before the cap or
after? Should be before the cap.
Here's a schematic of my 4.5" spark gap coil which may be useful to
double check connections.

If your circuit appears ok to you, then it sounds like a current issue
with the NST.

My spark gap fires when there is no capacitor bank in place but as
soon as I put my MMC into the circuit and connect the main parts of
the coil, the spark gap stops firing :-( I am using a 10Kv NST with a
static spark gap and 16, 20Kv 1000pf capacitors in parallel. These are
from the calculations on deepfriedneon. The spark gap will fire if
the lead to the outer ring of the primary is left unconnected.
