The milky white appearence ( like as in the plastic milk carton) is a sure bet it is polyethylene. The next in line is polypropylene but has a more opaque look to it ( not so transluceint).

There is a "burn" test but it is a bit hazardous due to the melting plastic. Polyethylene will burn with nearly no smoke, a blue flame and the dripping globs of plastic will make a "zipping" noise as it falls from 6 feet + and higher. The polypropylene has a smoky residue, more yellow/red flame as it burns and is less prone to "zip" as the melted plastic falls from height.

The only issue I can see with the sheeting that you have found is that it probably is full of "incedental materials" ( unwanted trash) that will compromise the integrity of the standoff voltage capacity of the plastic. You may end up with a bunch of tiny little holes in the plastic due to hi voltage punch through finding its way via the trash particles....
