That's a nice effect. It certainly looks like some vortex is forming. I would suspect that you need several factors like still air (indoors), spherical toroid to give a laminar air flow, and a high break rate to give high power VTTC like streamers.

In Tesla Coil streamers, the gas flow appears naturally from
convection of heated air if the streamer behaves as a "power arc" and is
directed upwards.  Here's a video of this occurring:
