Slow streamers directed vertically upward are actually a known part of
fusion research.  In Plasma Focus fusion experiments, a narrow gas jet is
injected into the densest plasma filament region in order to keep the
filament stablized so it does not corkscrew out and touch the walls.  The
radial shear pattern of a gas jet somehow interacts to stabilize a plasma
filament.  In Tesla Coil streamers, the gas flow appears naturally from
convection of heated air if the streamer behaves as a "power arc" and is
directed upwards.  Here's a video of this occurring:
