my safety rule which you may elect to follow is to always have the plug (male) end of the power cord in my hand (or pocket) when working on HV stuff - televisions, tesla coils, Xmtrs, etc - that way you know it's not energized. If you can't do that, then always short the power input to test - it's better to get a big LV spark and blow a fuse than to get a big HV spark and blow your mind....
