Yes, surroundings can significantly change Fr due to Cext. How Cext 
affects a given coil is dependent on the surroundings and the coil 
itself. Some are more pronounced than others of course. But, it's not a 
big deal, just something to be aware of. It's similar to installing a 
large toroid in place of a small one. You should tune the coil for best 
output and the same is true for running a coil indoors or outdoors. But 
with that said, we sometimes get lazy. ;-)
