they are plastic , etc  'rings' that  fit snugly to the outside of the sec coil,extending out an inch or two ,...similer to the ribbed affect on high voltage bushings on a pig,..incrases surface area to cut down on racing arcs with 'tightly' coupled coils ??? I  thinks ...... another experiment ive never tried :-(
