Really, series capacitors must be connected in a straight line, or with
large clearances if there are turns. 10 kV will easily spark trough a 1
cm gap between points or sharp corners, or even more over a substrate
that is not specially insulating. The single small resistors across the
capacitors also probably don't have enough insulation and will fail.
What I do is to assemble MMCs over an acrylic plate, using four
resistors in series across each capacitor (in a zigzag pattern to save
space), or group of capacitors in parallel. No more than tree capacitors
in parallel for each bleeder, or a failure in a capacitor may be
destructive, and not "heal" itself.
