Old radio tubes when the upper part of glass is covered with alum foil and energized around 40-50 kV will produce X-rays that are harmful. Usually at 10-15 kV the X-rays do not have enough energy to travel thru the glass. At 20 kV and above be very careful. You may end up with malformed kids in the future!! Very dangerous especially since you can not usually "feel" the damage being done to chromosomes.
Only if you are female. Males purge their genetic material (at least that used in producing offspring) on a continuing basis (i.e. sperm cells are created then die and go away continuously), so a single exposure only potentially effects the sperm cells currently in the pipeline. Females, on the other hand, have their entire load of future reproductive cells from day 1, so a radiation exposure potentially corrupts them forever. (this is a significant issue for female astronauts, and even for diagnostic x-rays for girls)
Mind you, exposure to X-rays is bad for other reasons (i.e. you may not have deformed children, but you might wind up with cancer or radiation burns or....)
