I'm voting for not dangerous, if and only if it is cold enough for
none of the snow to melt (really cold.) I say this because I have run
coils in the snow many times before (not whilst it was snowing mind you,
but the coil itself sat in the already fallen snow, I just brushed it
off the primary before I lit er' up, probably unnecessary.) See this

The only thing that I'm sure of being dangerous in such a setup is water dripping from the top-load down to the secondary and causing racing sparks.
