	When I was with Hughes I watched operations in our pulse capacitor
shop.  Procedure there was to evacuate the part first, then admit oil
[gravity feed, oil reservoir was in vacuum too] and then admit air after
the capacitor[s] had soaked for an hour or too.  Lot harder to pull
bubbles out through the oil than pull air out through the insulation.  
Don't know whether this is usual commercial practice or not.
