    Just a guess?
 
    That Triplett is an older analog VOM? From what I  gleaned from a Web 
search, it has around a  5k to 10k Ohms/Volt sensitivity  on the AC Volts 
settings? Could the OBIT be such a high-impedance source that  your meter is "pulling 
it down" at the lower voltage settings? 
    Maybe re-check with a good digital? Second opinion,  if nothing else...
