David,
In the transformer repair shop I worked at, we used an epoxy to fix
bushings that we had no replacement for and were needed ASAP. I never
saw a failure from one repaired in this manner, but the electrical
properties of the epoxy were important. Some epoxies have a low
resistance while others are very high.
