D.C., I believe, first recommended this as a means of avoiding arcs between primary and secondary, since then they're at the same potential where they're closest to each other.
I'm not sure that D.C. was the first to mention this hookup. I've been doing it for several years now and I learned it from David Reiben. I'm not sure where David got it from (maybe D.C.?).
