I can think of a couple of problems. Foremost, spraying salt water all
over a Tesla Coil, or anything electrical, is just a very bad idea. But
even if one was willing to sacrifice a perfectly good coil, AND even if
the droplets in a super-soaker stream were contiguous (they are not),
hanging a long conductor off one's top load will significantly detune
the secondary, and it simply won't work.
I think using ultra high-powered lasers to conduct HV is only valid in
the context of diverting lightning bolts.
