What voltage?  Most dielectrics are fine at 17MHz.. polyethylene is low 
loss, polypropylene would work, PTFE (Teflon(r)) is very low loss, but 
expensive.  Glass is getting lossy at that frequency and would not be a 
good choice"

    Yeah, but what about the "ferromagnet" 
inside???????????????????????  At 17 MHz???????????????????????????
