Hi Justin:

I have no further wisdom concerning topload size or ROC, but I do
applaud your scouring the archives!  But as a general observation,
moving to a larger topload seems to improve performance for nearly
everyone who tries it.

Re. an enclosure for the spark gap, you really shouldn't need one.  In a
properly operating coil, the noise from topload streamers is far louder
than from the gap.
