Mike is correct. There is a slight possibility the secondary short
resides at the far end of the winding. If there is a voltage tap, it
may be worth turning it down to the minimum setting and again measure
no-load current. The data plate should identify the tap voltages. On
my pig, there is a round plastic cover which unscrews (on the side of
case near the top). With the cover off, there is a fitting with a
black hex shaft which has an arrow molded into the plastic. This is the tap.
If you do have a tap and it's not set at it's lowest setting, it may
be worth a try at least to turn it to the lowest setting and measure
no-load current. The chances are very slim, but you won't know unless
you give it a try.

Well current draw not a good sign, but you might check if there's
intrernal votage taps. Then again, those usually only make 10% difference.
