what determines a low powered coil?  what determines a high powered coil??

lets see, well I agree with the dropping the main transformer on the 
foot idea, but lets corilate it to lasers...  low power is described as 
interaction with the laser as to where no damage occurs to people ( 
visually or physically, ya dont get burned retinas or abalated flesh or 
a finger sliced off)

as far as coils  maybe the same holds true ... but when you contact a 
streamer or touch the primary and you dont get shocked ( low power but 
really boring, i thought i saw some corona) and when you touch a 
streamer and get RF burns or if you touch the primary and get thrown for 
a loop (medium to hi power, fun to watch) and when you interact with ANY 
part of a coil ( streamers, primary, an other secondary on the 
workbench, control cabinet bites a bit, or get fried and meet the maker 
(very hi power, OMG that was AWESOME, turn it on again!! lets scare the 
neighbors some more!! and even you back away while its on)

as far as introducing the local neighborhood to the hobby, start out 
first letting them know you ARE WEIRD....   then they will accept the 
coils easier. ( because you are the mad scientist of the neighborhood).

oh..  and explain in detail to the police how a coil works and they too 
will want to see it run....
