I guess it depends on the oil (type, how dry it is, etc). I'd bet
that it's at least 4kv/mm based on the dielectric strength of diala-a
(200kv/inch irrc). Never actualy tested that tho since you'd probably
have to pour it in a 0 humidity clean room to maintain that.

FWIW, 200 kV/inch = ~7.8 kV/mm.
