Hey Matt,
There is not need for a return path if the current is high frequency AC, and
it's not going to be lethal, streamers will hit objects in mid air on a
tesla coil, I think the reason it might be a effective weapon is it's scare
and shock value, Your normal back woods terrorist would freak if someone
shot a 12 foot bolt of lightning at them. If the device works as it says it
does. BUT if the ground is really wet when the person uses the device it
could easily become lethal for both people, so I really don't know how
they're gonna pull of the "non lethal" part now that I think about it.
