The first is the absolute maximum possible, in the absence of losses.
Te second incorporates a factor of 0.7, close to what happens in real
coils.
The reason for the first value is simple energy conservation. The initial
energy stored in the primary capacitor (0.5*Cp*Vgap^2) must be smaller
than the maximum energy stored in the output capacitance (0.5*Cs*Vo^2).
