What would be the objective?
In SSTC work at least, it seems to be "Most Impressive Looking Sparks per
(Peak Die Temperature*Die Area)".
For sparkgap coils it would be something similar I guess, you want to
maximise spectator fear per breaker amp.
Wake me up when someone figures out how to calculate a yield function for
spark impressiveness ;)
