Umm, Try about 45 miles. I think that is closer to 75 Km which is the range of easiest breakdown before you head to greater and greater vacuum inhere it gets harder to get conduction. That is a LOT of tether.

Two direct problems here.  First is that [if the scheme were to work at
all] the altitude would have to be much higher than Tesla thought.
Second is how to avoid breakdown along the cable.  He never mentioned
anything about that.
