adjusting the variac does the same for the phase adjustment, ie, the cap does not seem to be doing anything.
Also, did you measure the actual mechanical phase shift by observing the spinning rotor under fluorescent light or with some sort of strobe light? An 1800 rpm motor should shift in phase by about 45 degrees mechanical.
