If ultra-low budget is all you are looking for,
you can probably go with the SW caps,
but its still a bit messy and not too efficient.
What size of cap are you aming for?
I feel like most of the capacitance values you
can achieve with SW caps in reasonable amounts
would be too cheap to buy as an MMC to even
consider going down the SW cap road.
I built some, but more for historical reasons,
they work OK but are bukly.... however.
Just my 2 cents
