Yes, the EPA can declare your storage area a "hazardous area" and literally
force you to ship it to AL for disposal. They claim having a PCB device on
your property can be dangerous to the local community. It's not an
industrial area --- where containment orders require a certain type of
storage, ie, a big concrete pit in case of spills. Or, your option would be
to spend a few thousand building the concrete double wall storage.
This isn't the first time EPA has struck. They are now requiring many old
service stations and even the new property owners to dig up their gas
storage tank and install a protective double walled catch system.
Sounds crazy but it's true. Almost as bad as the IRS.
Bottom line --- if you happen to own a xmfr or cap with PCBs --- don't ever
tell anyone!!
