A safer way to establish correct phasing of MOT stacks is to apply only
twelve volts to the primaries rather than the 120 they normally run on.
This reduces the outputs on the secondaries by a factor of ten, so you
are measuring only hundreds of volts rather than thousands.  Mind you,
the potential (pun intended) for a lethal shock is still there, but at
least you can do the measuring with a regular multi-meter and get the
phasing correct before running at full voltage.  A small doorbell or
similar type transformer will provide the needed twelve volts.
