You should be able to break out of the 4" toroid if the system is in tune. 
Which, it probably is not. Fres will be different for the can vs. the 
toroid to some degree. I would go ahead with the 60mA, it won't hurt (phase 
the NST's correctly, ref. archives).

You still need to get the system in tune. You should have no problem with 2 
or 3 units in series. It's just a matter of tuning the primary. You may 
want to throw a breakout point on the toroid. I usually go for a 4" piece 
of wire taped to the center and angled slightly up. Because your doing this 
mostly by trial and error, you just need to continue tapping around the 
coil. I would suggest using 1 cap bank and try tuning that in with the 
primary. Note, you may only need 6 or 7 turns (just an example) of your 
entire primary. You will certainly find resonance if you take your time 
tapping the primary. Once you've honed in on resonance, you should be 
breaking out of the toroid without the breakout point. If you then for some 
reason want to add a 2nd unit in series, then C will be reduced and you'll 
need to increase L to once again tune the coil in. However, once you find 
resonance with 1 cap bank, you can then get a rough idea of that caps 
value. Note, each unit will probably be slightly different.
