Use a piece of masking tape or something to stick a thumbtack (point out,
poking through the tape) to the side of your toroid.

Set up a grounded rod a few inches away from the thumbtack to arc to.  Make
sure the grounded rod is connected to the ground at the bottom of your
secondary.  By the way, what's your secondary grounded to? and where are you
running your coil (i.e. on the floor? on a table?)

As you change the position of the tap on the primary, does the spark length
change?  You might be way out of tune and just need a lot more or a lot less
turns on the primary.
