It's probably a "Lumisource Inc."  lamp.  It's a plasma lamp with different
types of phosphors on the inside glass to give it different colours.  I have
two that I bought from Spencer Co.,  who have stores in shopping malls.  The
ones I have are twisted into a coil like thing and make the same plasma
colours as the one in your photo.
