Roughly:
The conductor is a plasma
The hotter, the better it conducts
AND
The hotter, the more 'conducting bits' (ions) there are.
As current goes up, it gets hotter.
SO, both these effects DROP the voltage across the
'arc'.
Roughly true for sparks as well.
